Abstract
This exploratory study seeks to understand recall from the petitioner's perspective. What motivates citizens to pursue this harshest of actions, an impeachment of sorts against locally elected officials? What conciliatory measures were initiated with intent to resolve the conflict short of recall? And does the recall process satisfy petitioners' frustration with governance at the local level? This study applies communication theory, particularly that of Erving Goffman's framing, in assessing the recall process. © NAJP.
